Ashland School Board pledges to do better

An independent investigation of incidents at the Ashland School district shows mixed reviews for district policies.

The the sixteen page document was released to  the public Friday .

The report was completed by two veteran school administrators, former Columbia Public School superintendent Jim Ritter and former Jefferson City superintendent Bert Kimble as well as attorney Matt Uhrig.

12 pages focus on allegations made by a former assistant superintendent Carolyn Deffenbaugh.

Investigators looked line by line at her allegations and while the decisions were unpopular, they were not found to be in violation of board policies.

Still School Board President Ellen Kesterson says the board needs to look at the policies more closely to avoid situations like these in the future.

The report looked at an allegation that a former employee had an inappropriate relationship with a high school student which included texting.

The investigation showed no evidence of illegal activity, but many in the crowd at Friday's meeting thought whatever happened between the two was ethically wrong.

Investigators said the way the district investigated the matter did not put the student first. The investigation was "woefully inadequate." The report shows those who knew of the allegations, including the superintendent and former board president Bridgette Canaday, did not share the information they knew with the rest of the school board.

The report also says Canaday may have committed an ethics violation for voting on catering contracts between her company and the district that exceeded $500 in violation of board policy and state law.

The report also shows the former middle school principal acted on his own, without permission, in allowing two out-of-district students to attend classes for two years without paying tuition. That's against board policy and regulations of the Department of Elementary and Secondary Education.

The Boone County Sheriff's Department is handling an investigation into a graduation party where some say alcohol was served. The school board's investigators did not comment on that matter.

The board will hold a question and answer session with the public on the report next Tuesday at 6:30pm in the high school auditorium.
