Thursday, Gov. Jay Nixon plans to announce iniital plans to expand the state's Partnership for Hope Initiave.

The plan provides earler access to home and community based services for those with developmental disabilites.,

That partnership has already enrolled 285 individuals in the plan.

Many of them have been on the Department of Mental Health's waiting list for several years.
