Officers were dispatched to Stephens Lake Park for a report of a suspicious person on Sunday evening.

The investigation revealed Julio Cesar Romo Nunez, who was observed in a parked black and grey truck.

Nunez was seen by two adult females and one juvenile male inside of his vehicle with his genitals exposed masturbating. He was watching other children play on the park sidewalk in front of him.

Nunez was arrested for sexual misconduct in the second degree and sexual misconduct involving a child.
