The owner of Capital Tattoo Company issued a letter of apology after Jefferson City residents complained about the downtown business' Living Windows display.

The business had a woman getting a tattoo during the annual event. Owner Derek Schlotter hand delivered the letter City Hall. The letter states his employees are family-oriented and his company places high standards on community involvement.

Schlotter challenged published assertions that the woman's backside was exposed during the procedure. He said the artist covered all areas of the woman's body except the part he was tattooing on her leg.

Schlotter expressed surprise that there was some negative attention to the display.
