The Special Session of the General Assembly began on Tuesday with the form introduction of bills and resolutions.
Senator Jason Crowell, of Cape Girardeau, showed signs of slowing down the legislative process for the special session which is focused on Missouri's business incentives.
Crowell began stalling action by asking questinos about a typically routine resolution notifying the House that the Senate was in session.
Lawmakers are to consider new incentives for international cargo shippers at the St. Louis airport, computerized data centers, science and technology companies and major amateur sporting events. The plan also would end tax breaks for low-income seniors and disabled residents who live in rented homes.The agenda also includes changes to Missouri's presidential primary and control of the St. Louis police force.
One of the more controversial agenda items is the repeal of Missouri's Facebook Law, which has gotten significant scrutiny from the courts, saying the law, if kept as is, would have significant impact on free speech.
