Woman charged with cutting off estranged husband's penis

A major news story out of Southern California Monday highlighted the need for reformed domestic violence laws to protect victims just one day before Missouri Gov. Jay Nixon signed such a bill.

Police said a Southern California woman drugged her estranged husband before tying him to a bed and cutting off his penis with a knife. Then, according to authorities, she threw the penis down the garbage disposal.

The issue has Mid-Missouri talking on the KRCG Mid-Missouri Facebook page.

Garden Grove Police Lt. Jeff Nightengale said the attack occurred Monday night. Catherine Kieu Becker, 48, was booked in the Orange County Jail on suspicion of aggravated mayhem, false imprisonment, assault with a deadly weapon, administering a drug with intent to commit a felony, poisoning and spousal abuse.

CBS Local in Los Angeles said police found the man in his bed bleeding from the groin area. They reported she told police her estranged husband “deserved it” when she called 911 for the man.

The 51-year-old victim was in serious condition after surgery at a hospital.

Tuesday, Gov. Nixon signed the bill which supporters said strengthened legal protections for domestic violence victims.
