Boone County deputies arrested Ralph Eugene Carter outside a McDonalds after catching him with methamphetamine.  Forty-six-year-old Carter, of Sturgeon, was leaving the McDonalds on Smiley Lane, in Columbia, when he saw a deputy.  He then disappeared into a fenced area. The deputy found Carter behind the fence.

It was later discovered Carter had an active warrant related to a probation and parole violation.

Deputies found meth and ecstasy on Carter and in the area where he was hiding.  They say it was packaged in a way that was designed to be sold.  Carter was transported to the Boone County Jail, where he is being held without bond for the parole violation.

He faces additional charges for possession of a controlled substance and distribution of a controlled substance. No bond has been set for those charges.
