JEFFERSON CITY, MO. -- The Missouri House Public Safety Committee heard testimony Tuesday on a bill to make texting while driving illegal at any age.

Lawmakers last year outlawed the practice by any driver under the age of 21.

Since the law went into effect in August, the Highway Patrol has cited 13 violators.

Officers said it's a difficult case to prove unless a driver does something else wrong.

"In other words, someone wasn't holding their land or wasn't maintaining their speed, which lead to further investigation and a summons issued for texting while driving,” Missouri Highway Patrol Tim McDonald said.

McDonald said texting was determined to be involved in four accidents under the new law.

Only twice did troopers actually observe a motorist texting while driving.
